On March 8, 2021, Immigration, Refugees and Citizenship Canada (IRCC) invited 671 Express Entry candidates whose Comprehensive Ranking System (CRS) score is 739 or higher to apply for Canadian permanent residency under the Provincial Nominee Program (PNP).
A provincial or territorial nomination certificate gives you 600 CRS points.
Many of you may start to wonder that you just need a minimum of 139 CRS points plus a nomination certificate (600 CRS points). 139 seems a very low score. In fact, the majority of the Express Entry Candidates have a score of 301 or higher.
However, why are only 671 candidates selected in this draw?
Before answering this question, you should first know, to apply for a provincial or territorial nomination, you need:
- A valid Express Entry profile. This means you must be eligible for the Federal Skilled Worker Program, Canadian Experience Class, and/or Federal Skilled Trade Program.
- An invitation from a specific province or territory in your Express Entry account.
The reality is, if you have a low CRS score, it is not likely that you will receive a nomination invitation.
What is the Ontario Immigration Nominee Program (OINP) looking for?
On February 16, 2021, Ontario targeted candidates with computer technology work experience whose CRS score was between 453 and 467.
On March 2, 2021, Ontario sent nomination invitations to candidates with skilled work experience in business, finance, human resources, and health care whose CRS score was between 463 and 467.

Therefore, the OINP is looking for candidates whose
- CRS score is relatively high but just not high enough to meet the lowest cut-off score for the most recent Express Entry draws, and
- Occupations are in the highest need in Ontario’s current labour market.
